There are only a handful of genuine reasons, and they are diagnosable in order. Most people assume the problem is content quality when it is usually either indexation, authority, or targeting terms that were never winnable in the first place.
Start by checking you are indexed at all
If Google has not indexed the page it cannot rank, and no amount of content work changes that. Search Console tells you directly. Common causes are a noindex tag left on after launch, pages blocked in robots.txt, or pages with no internal links pointing at them so Google rarely crawls them.
Then check what you are targeting
This is the most common problem we see. A page targeting a term at high difficulty on a site with modest authority does not rank low — it does not appear at all. Volume is worthless if you never surface.
- Look up the difficulty of the terms you are targeting, not just the volume
- Compare against sites currently ranking — can you realistically displace them?
- Longer, more specific terms are almost always the achievable starting point
- A term with 200 searches you can win beats 3,000 you cannot
Then consider authority
If you are indexed and targeting sensible terms and still sitting on page five, the constraint is usually authority — how much the rest of the web references you. That is built through reviews, local citations, and other sites linking to you. It is the slowest factor and the one most agencies avoid discussing because it cannot be fixed from inside the website.
How long it should take
New sites take months. A new page on an established site can rank in weeks. Competitive commercial terms in capital cities take six to twelve months or longer. Anyone promising faster is describing paid advertising.
